SUBJECT: DISCUSSA draft ordinance granting a change of zoning on a tract of approx.17.649 acres more or less, from Single Family “SF-4” and University Campus “UC-2” to Planned Development District “PD-38” and approval of a Conceptual Site Plan for the George W. Bush Presidential Center, and provide direction to staff.


BACKGROUND:

City Council held public hearings on February 22, 2010 and March 2, 2010 and received comments from residents with regard to the proposed zoning change and conceptual site plan for the George W. Bush Presidential Center.    After the public hearing was closed on March 2, 2010, City Council considered the item and voted unanimously to approve the zoning change and the conceptual site plan.    Council then requested staff to prepare a PD ordinance to include all of the special conditions for review and discussion at a Council meeting scheduled for March 8, 2010.

The draft Ordinance for Planned Development District “PD-38” is attached. In drafting the ordinance, staff considered certain items of concern which were identified by the neighborhood during the public hearings.


RECOMMENDATION:

The Planning and Zoning Commission held public hearings and considered the request at its 11.10.09, 12.08.09 and 01.12.10 meetings and voted 5 – 0 to recommend approval with special conditions.
