SUBJECT: PUBLIC HEARINGon a Request by JTL Normandy L.P. for a change of zoning from Multi-Family, MF-2 to Planned Development District, PD-39 and approval of a detailed site plan for single-family cluster housing on a tract of approx. 2.69 acres, more or less, situated on Normandy Avenue west of Lomo Alto Drive. The subject tract includes lots 1-7, Block C and lots 1-7, Block D, Potomac Park, Second Installment, an Addition located in the City of University Park, Dallas County, Texas.


BACKGROUND:

The subject tract is zoned Multi-Family, “MF-2” zoning district classification in accordance with the comprehensive zoning ordinance. The existing development on the tract is comprised of 54 multi-family units in 10 separate buildings.   If the tract is to be redeveloped under the current MF-2 zoning, it has the potential of accommodating a total of 64 units. The proposal is to change the zoning to Planned Development District “PD-39” for a cluster housing project.   The detailed site plan shows a total of 36 units of single family homes to be developed in two phases.  Phase I of the proposed development  is comprised of 18 units located on the north side of Normandy and phase II provides for another 18 units located on the south side of Normandy.   The amenity center, with a swimming pool and cabana, is located on the south side of Normandy at the corner of Roland Avenue.  


RECOMMENDATION:

Planning and Zoning Commission held a public hearing on May 11, 2010 and voted unanimously to recommend approval.
