SUBJECT: CONSIDER AND ACTOn Approval of a Contract with Max-A-Million Carriage Rides for Operation of Carriage Rides during the Holiday Season


BACKGROUND:
Max-A-Million Carriage Rides is a business offering carriage rides for a fee.  These are the same horse-drawn carriage rides offered in Snider Plaza the last several years. Max-A-Million requests, for the fourth year, to be allowed to set up two additional signs this year in Snider Plaza that have been allowed in the past at the points where customers will board the carriages.  These two signs are to be set up and taken down at the beginning and end of each day of operation.  Max-A-Million Carriage Rides also requests to be allowed to operate Wednesday through Sunday of each week in operation.

RECOMMENDATION:
Staff recommends approval of this request with certain conditions required of Max-A-Million, i.e., a $500.00 fee with $300.00 to be refunded if all conditions are met: cleaning of storage places and other areas affected by the horses, including locations along the route where a horse may urinate on a public street; a design or plan for the use of the parking spaces to be approved by the Chief of Police (the same as used the last several years); an indemnity clause; a one million dollar public liability insurance policy with a Certificate of Insurance.
