CONSIDER AND ACT: on Approval of Ordinance Adopting FY2010 Pay Plan

BACKGROUND:
See agenda item titled "Public hearing/final presentation of proposed FY2010 budget."

RECOMMENDATION:
Approve the ordinance adopting the FY2010 City pay plan. The plan is derived from: 1) the annual pay study conducted by Hay Management Consultants, and 2) the annual survey of area cities for police and fire positions.
For FY2010, the existing pay ranges and steps are maintained, with no change from FY2009. Employees who have not yet reached the top step of their pay range are eligible for merit increases, but no across the board market adjustment is included in the pay plan. The total number of full-time positions is 243, the same as in FY2009.
