SUBJECT: CONSIDER AND ACTon Approval of an Amendment to the Residential Fire Sprinkler Ordinance


BACKGROUND:

The existing residential sprinkler ordinance was adopted in January of 2008 with an effective enforcement date of August 2008. An amendment was adopted in September2008 in an effort to clarify wording in the addition/enlargement section of this ordinance. This amendment successfully addressed and resolved most questions brought forward by residents and contractors. However, a small segment of this amendment does provide further clarification in this area by more clearly defining what point of reference will be used when determining when a resident would be required to sprinkle a residence that is being enlarged.

Since that time, the section of the sprinkler ordinance that requires detached residential garages be sprinkled has created some concern. The current ordinance requires that (Group U Structures, of which a detached residential garage is classified as in the 2006 International Fire Code) any newly erected detached residential garage be sprinkled if the total square footage exceeds 300 square feet. After having reviewed this matter, I am of the opinion that a reasonable compromise can be made without compromising public safety.

A brief synopsis of the ordinance amendment proposed is as follows:

  • The City of University Park will not require any fire protection components be added to the construction features of a residential detached garage until such time that the structure exceeds 500 square feet.

  • Any newly constructed residential garage that is greater than 500 square feet but less that 1000 square feet will be required to choose one of the following fire protection options:

    • The installation of an automatic fire sprinkler system; or

    • Installation of 5/8" Type X gypsum board (sheetrock) on all walls and ceilings of the entire structure.

  • Any newly constructed residential garage 1,000 square feet or larger will be required to install an automatic fire sprinkler system.
