SUBJECT: CONSIDER AND ACT on Approval of a Red Flag Field Closure Policy


BACKGROUND:

In order to preserve the surface of designated athletic fields and open turf areas in the City’s parks, the City of University Park plans to implement a Red Flag Field Closure Policy beginning December 1, 2009. The red flag closure policy will create a visual for residents informing them that all City field areas will be closed due to inclement weather.  These red flags will be placed on City flag poles acknowledging the fields are closed until flags are removed.  The Red Flag closure policy will govern field usage by, but not limited to the YMCA, HPISD, residents with field reservations and residents observing open play.


A flag pole will be erected and maintained by the City in each park (Burleson, Caruth, Coffee, Curtis, Germany, and Smith Parks; Goar and Williams (City Hall Flag Pole) and a red flag raised and displayed at such park during the time the Parks Director or his designee has determined that, due to periods of inclement weather, use of designated athletic fields and open turf areas would be damaging to them.

Staff reviewed this item with City Council on 10-6-09 and was asked to develop an ordinance with the City Attorney for final review.


RECOMMENDATION:
Staff is requesting the Council consider approval of the Red Flag Field Closure Policy.
