SUBJECT: CONSIDER AND ACTon Two Proposals to Provide Survey and Design Services for Street and Utility Improvements Associated with the George W. Bush Presidential Center


BACKGROUND:

The City recently received an application for rezoning property associated with the George W. Bush Presidential Center.  The GWBPC Foundation engaged a design team and developed a master plan for the zoning case.  Foundation representatives requested that the City proceed with construction design for utility and street improvements that will be located within the public rights-of-way surrounding the GWBPC.  To that end, we solicited two proposal (surveying / design) from R.L. Goodson to develop the construction documents for the following:

  • SMU Blvd, east from Dublin to NCE;
  • Boedeker, north from SMU Blvd to the alley;
  • 12" water main along SMU Blvd east from Dublin to NCE;
  • 8" water main along Boedeker north from SMU Blvd to the alley;
  • 8" water and sanitary sewer mains in the alley east from Boedeker to NCE;
  • Alley pavement from Boedeker to NCE;
  • 12" sanitary sewer main along Dublin from the alley south of SMU Blvd south approximately 600 LF to a point where it connect to an existing City main;
  • Storm sewer improvement along SMU Blvd east from the Dublin intersection to NCE;

GWBPC Foundation representatives affirmed that they will fund all of the aforementioned public improvements (design and construction costs) except the 8" water main in the alley east from Boedeker and half of the alley pavement replacement.  City staff recommends that the City install the water main while the alley is torn up for the sanitary sewer replacement.  The City Attorney will draft a letter of which will detail the financial responsibilities, and I will place that on the 11.03.09 Council agenda for consideration.


RECOMMENDATION:
Staff recommends City Council approval of the two proposals from R.L. Goodson in the amounts of $70,250 and $7,500, subject to the deletion of the "limit of liability" clause.
