BACKGROUND:
Lotsa Spots Carriage Rides is a business offering one hour long carriage rides for a fee. Lotsa Spots Carriage Rides asks, for the first time, to be allowed to participate and have their starting location on Park Street. This request includes being permitted to operate on the following dates: December 10, 11, 13, 17, 18, 20, 21, 22, 23, 25, 26, 27, 28, 29.
Operating times requested are as follows:
Thursday 6:30pm to 10:00 pm
Friday 6:30 pm to 11:15 pm
Saturday 6:00 pm to 10:45 pm
Sunday 6:00 pm to 10:45 pm
The week of December 21st they would like to provide their service from 6:30 pm to 11:15 pm.
Lotsa Spots Carriage Rides understands that they are required to pay a $500.00 fee with $300.00 to be refunded if all conditions are met: cleaning of storage places and other areas affected by the horses, including locations along the route where a horse may urinate on a public street; a design or plan for the use of the parking spaces to be approved by the Chief of Police (the location is the public parking available on Park Street near the church); an indemnity clause; well lit carriages; and a one million dollar public liability insurance policy with a Certificate of Insurance.
