AGENDA MEMO
(11/3/2009 AGENDA)

TO: Honorable Mayor and City Council

FROM: Gene R. Smallwood, P.E.; Director of Public Works

SUBJECT: CONSIDER AND ACTon a Request to Designate Certain Streets West of Snider Plaza for ONE-WAY Traffic

BACKGROUND:

Earlier this year, the Commercial Retail Advisory Committee reviewed the issue of ONE-WAY street couplets on all of the east-west streets in the area bounded by Daniel, Hillcrest, Lovers Lane, and Dickens. Following a lengthy discussion, they recommended that the City Council designate ONE-WAY traffic along Rosedale only, eastbound from Snider Plaza to Airline and westbound from Snider Plaza to Dickens. Their recommendation included a suggestion that the realignments should be done on a trial basis for a six-month period. The City Council agreed with that recommendation and directed staff to install the requsite traffic signs and markings. The trial period will end in January.

The Mayor recently asked staff to place an item on the agenda for consideration of ONE-WAY traffic designations along all of the east-west streets west of Snider Plaza to Dickens. If the Council is amenable to the ONE-WAY couplets, staff suggests that they consider another alternative - west from the alley west of Snider Plaza to Dickens. A list of advantages and disadvantages is a attached for your review.

RECOMMENDATION:
Staff will address any questions the Council may have during their deliberations. Staff is also prepared to develop the enabling ordinance following a Council decision on the limits.
